Those little 113s don't as a rule tolerte much choke at all.
Having to run them choked indicates one of two things -- either too much air or not enough fuel.
So aassume for the moment you've got the carb cleaned well and it's functioning as it should.
You need to check fuel flow to the carb. Disconnect the line at the inlet elbow to the carb, then open up the valve on your sediment bowl. You should have a good strong stream of fuel. If not, you need to blow any crud out of the line and have a look at the screen in your sediment bowl. Even if you did it as part of cleaning your carb, remove the inlet elbow and make sure the screen on it is clean. If it ws clean before and is full again, you should expect dirty fuel and a faulty screen in the sediment bowl.
For air, the two places to look are where the neck of your carb bolts up to the manifold, and where the manifld bolts to the head. If there's nothing obvious to the eye, you might try spraying a little something combustible, carb cleaner, starting fluid would be good, around those joints. If theres no change in the motor running when you spay, you can figure it's either your fuel or the carb.
