Seems like an odd place to find stuck bolts. I'll take a wild guess that the shanks of the bolts are stuck to the PTO housing rather than the threads in the main housing. If you twist them of off, you will probably just get the bolt heads and the PTO housing will still be stuck to the bolts.
I'd consider doing the heat/cool cycle then soaking in penetrant for a few days. Then put an impact wrench on low power and just rattle them both directions until I got tired of holding the wrench.
