Kind of late to check if you have it partly apart, but sounds like system is staying on demand, in other words deadheaded, going over relief valve. Usual cause is plugged orfice screen in regulator valve assembly or one of the single to double change stems have been turned too far, broken or bent roll pin on the stop. Many ways to check to see if it staying on demand, easiest is to pull or push one of the hyd levers that have nothing hooked to them and see if you can notice system going on demand then or if it is always on.
