It is painful. The Big fan belt must be removed first. That requires the adjusting to loose of the water pump pulley Spray it with penetrant, and remove the setscrew entirely (allows penetrant to get to threads better) Then use a brass or very soft iron drift punch to tap (in both directions on the setscrew boss, (and the opposite side) to get it moving. Wire brushing the exposed threads is also good. When putting it back, do not over tighten, It should have and inch or inch and a quarter slack when pushed and pulled on one side of the big belt. Too tight just ruins water pump bearings. The Big belt does not need to be removed entirely over the fan blade tips (a struggle) just weasel the old belt under it, and new back on (again under it on the WP pulley.
