The load (“main”) metering circuit is behind the main mixture screw, the adjusting screw at the bottom of the bowl that faces the front of the tractor.
After separating the float bowl from the throttle body casting, remove the main mixture screw and packing nut, then unscrew the main mixture seat from inside the bowl. Also remove the main discharge nozzle plug (flat-head brass plug with a screwdriver slot at the bottom of the bowl) and the main discharge jet (unscrew from the top of the carb through the air passage).
Soak everything overnight, then clean the parts of every trace of dirt, varnish etc. Pay close attention to the floor of the float bowl – often there’s a layer of “mud” that needs to dug/scraped out. If memory serves there's a small hole (or maybe 2?) in the area of the main needle seat in the floor of the bowl - make sure it is clear also. Then thoroughly blow out all the passages in the bowl casting.
Now put it all back together. Check check/reset the float level if required before putting attaching the float bowl to the throttle body. Finally open both idle and main needles 1 turn off their seats to get started.
