I'll have to ponder on the Touch Control issue. Do you have a manual for it? There's an adjustment or two in the linkages that might be in play. Failing that, a rebuild will be in order. Not a bad project, but unusual. 14,332 O-rings and you should have 8 of them left over when you're done. A manual or the parts catalog illustrations are absolutely necessary for that project, but neither gives any guidance as to which O-rings go where, nor which eight will be left when you're done. All quite do-able, though, as long as you have a CLEAN place to work. The kitchen table is preferable to a dusty grimy workbench. I got evicted and did my work on top of butcher paper rolled out on the bench. 8^(
As far as the water pump, I have my old one sitting in the box waiting for a day when I have nothing else to do and can get access to a press to see if I can rebuild it. There's some touchy tolerances in there. For the meantime, the replacement seems to be working quite well. I'd advise the replacement route. Quick and easy.

To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
