The cap over the relief valve is used to kick the lever out of the lift position.
When the rod is pulled all the way back it should stay there until the cylinder reaches the end of the stoke. When the oil flow stops, the relief valve opens and the caps pushes against the detent arm allowing the outer arm to move forward and pull rod to drop down to the stop pin.
