My fuel system was putty as well on my '44 H. I replaced everything up to the carb, including the fuel tank. But that's because a new tank came with the tractor. If I was in your situation... I'd remove the tank and have it boiled clean. I'd get a new fuel sediment bowl and new fuel line. I'd completely rebuild the carb as well.
As far as the radiator... as the others have said, put water in it and see what happens. Maybe you can just flush it out.
