The 'bolt' has a taper to it and can only come out the way it went in. What I do to remove the stubborn bolt is to place a short socket over the head end of it that clears the OD. Then, with the nut backed out flush with the end of the threads, use a 6-inch C-clamp to press it until the nut bottoms out. Being tapered, if it moves a little it becomes loose and can then be tapped out using a punch. Beating and/or heating is not recommended because the packing is too close.
