EM - Sounds like your carburetor is out of adjustment. With the motor warmed up and the choke full open, adjust it as follows: 1 - With governor handle set to "idle", adjust the idle mixture screw until you get the smoothest idle. (Idle mix screw is the upper screw in the main carb body - it's angled down and in toward the center of the carb.) 2 - With governor set to max speed, adjust the high speed mix screw for smoothest running, and with no trace of black in the exhaust. (High speed mix screw is at the bottom of the carb with the screw head facing the radiator.) Normal starting settings a Super H are about 1-1/2 turns open for the idle mix screw, and 4 to 5 turns open for the high speed screw. If the above doesn't work, suspect a partial blockage inside the carb, or a low float level setting....time for a rebuild. Good luck!
