It's been awhile since I had a governor apart, but I've got one on an H that is giving a bit of trouble so I'll likely need to refresh my memory fairly soon. I think the weights pivot on roll pins, but not only do those pins get worn, the holes in the weights also get wobbled out so that a new roll pin of the original diameter may not always fix the problem. I think I used some grade 5 1/4" bolts and nuts on at least one governor and staked the nut so it couldn't come loose.
There are other things that can go wrong inside. You'll never know until you remove the cover and have a look.
