Worn out weights and pins ordinarily make a governor very slow, not over speed. I drill them out and use oversize roll pins, have to use slightly smaller drill in weight retainer than in weight so pin is tight in retainer and free in weight. Also, if you do use a roll pin, position it so as the pivot point on roll pin is not over the groove in the pin. Make sure your govenor thrust bearing is good and intact and the washer is in behind it next to weights and if you have had the gear off shaft, key could be missing allowing weight assembly to turn freely on it's own. The 6 cyl engines didn't use a key and if the nut wasn't tightened correctly this would happen to them. I am going to assume the linkage between gov and carb are installed, adjusted and lined up correctly.
