# 13 is the storage slot and #14 is the hook. Yes, you are on the right track. I do not use the hook probably because I have not bothered to make one. I back into the implement at a slight angle and and let one prong slide in about an inch. I use the hydraulics to raise or lower the lift to match the other side and then I back up all the way. The rebar may have other uses. It was an after thought by the engineers. Not all fast hitchs have them. The parts book doesn't show it on the early hitch.
