Thanks to everyone for their advice! I seem to have just fixed the problem. I removed the flow divider plug & spring, and found that the flow divider was stuck.
Using a drill bit as an "EZ OUT", I was able to pull the flow divider out most of the way. Could not remove it because of hydraulic lines, so I just moved it back and forth several times with a screwdriver. It moved easily all the way in and back out. I put spring and plug back in and everything now works fine.
I don't know what caused it to stick. It may do it again, but at least now I know what the problem is.
