Unless the TA clutch lever is stuck in the released position the failure is in the TA clutch. If it still has the original disk with woven linings the most likely problem is the lining coming off the disk. The rivets can come loose and the lining fall off or more likely letting the tractor coast down hill in the low TA position. That over speeds the disk can cause the lining to come off even if the rivets are tight. Replacement disks are bonded metalic lining that handles the speed much better.
The clutch can be inspected by removing the cover on top of the clutch housing, the stamped steel one held on by four bolts. The TA clutch can be replaced by splitting the tractor at the engine clutch.
