I don't know about the 5 HP, but your tractor likely has the gasoline mainfold, as there weren't many sold with the kerosene or distillate engine which takes the other manifold, although it was still sold, and if the guy who saw your tractor knew what he was looking at, he could be right. The link is for a parts search, put 400 in the box, your tractor will be in a long list, click on engine. If it does have the distillate/kero manifold, the valve is probably stuck, thus the manifold is not working properly. The engine head could be different also, with lower compression. Could have been changed in the last 54 years, also. I think you have to remove the valve cover to see the head number.
