The hole that's missing is in the right hand end of the shaft part #1. I'm wondering if that was broken at one time and someone cut the flange (part with the hole and curved slot) off and it was welded back on a new shaft. Then no new hole was drilled in the end of that shaft. It sure looks original though, with the exception of the missing hole. That looks to be a very crucial hole though as the end of the two plates, 15 and 16, would need to be pinned to something. Also with the pin #17 welded in one of the holes in the top plate, it would be fixed in that position.
I wouldn't care if I had it pinned so there is no lateral swing as I do not plow or use any implement that requires lateral movement. All I use it for is a back blade and a drawbar. I have fixed a lock so the drawbar does not twist and I can use a ball hitch. Pushing backwards with the blade, or backing a trailer with the ball does not work well with the hitch free to swing. I can get the shaft drilled if that needs to be there, but still need the eye bolt.
Thanks for your answer... was begining to think no one else had one like mine. It would be nice to have the lateral swing fixed and some wheel weights before another winter.
