Okay, I see what is wrong... the shaft had been pivoted back and up as high as it would go , and no doubt had not been moved for years. It was sort of rusted in place and I had to get a bar and pry it down so it could swing forward. Put some oil on it and it should free up okay. Now I need to find, or have made, an eye bolt and drill the hole in the right hand end of the shaft. It is not drilled with a broken piece in it. After looking at the weld on the bottom of the plate, it looks like a home welding job. Its a good weld on top and since it had been painted on top, it looked factory.
I had heard the 24" A or B weights will fit... needs to have a 9 1/2" square hole pattern in it and be cupped somewhat. Tractor has 14.9-24s on it.
