706 drawbar is a fixed height. Can't be adjusted. It is what it is unless you get some taller tires.
16.9x38 is about the tallest I'd put on a 706, though. They will speed up the tractor a lot, and it won't seem to have nearly as much power. Truth is that the tractor has the same amount of power, it's just being soaked up by going faster. If you drop a gear, the tractor will be going the same speed as before with the smaller tires.
