Well theres you problem, go out and get a real penetrating oil like Kroil or something, even the NAPA penetrant is better than WD-40.
Keep the WD-40 around for starting fluid or one of the million other uses, but use a real penetrating oil. Oh, for the wheel weight, maybe try tapping around the edge with a 5# hammer.
