Your radiator should be mounted so that the steering shaft in in the center of the hole through the radiator. You need to have some pad thickness under the radiator so that vibration does not cause wear on the bottom tank. On pressure style radiators you can adjust the position of the top of the radiator to get the best fit front to back. If your steering shaft only hits on the back you probable need to adjust the top rod to make it shorter. If you go too far either way the grill will not fit correctly.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?").
