This sounds exactly like the problem I was having with my 46H. I found that the manifold was leaking. The bolts were just snug. I put on new gaskets and torqued them at 28-30lbs and it runs very well. Also check and make sure the governor is seated in the notch where it ties into the carberator. Mine was out of the notch. Also make sure bolts are tight on top cover. I had some that were very loose.
