One of the handiest is a laser tachometer. Affix a small piece of reflective tape to whatever it is you want to check, then point and read. It doesn't require any electrical connection to what it's reading like a conventional analog tachometer, and can read shafts, pulleys, etc. in obscure or places too dangerous to get a contact driven tach onto.
I have one of those like in the link. Compact affordable, and adequate for my needs.
