If the shaft turns free when the tractor is off I believe it is not fully engaged.
With the lever missing it would be hard to get it over center to engage fully. You would be able to turn the shaft some but that over center to fully engage the pto pulls hard.
I suggest you get a lever and try engaging it the right way.
Besides mowing without the lever to disengage when needed can be dangerous.
