I would agree with IaGary. The 560 we had the PTO lever had an overcenter feature. It sounds like you have it partially engaged enough to turn the PTO shaft, but not fully engaged where you can do productive work. Also agree it it a safety issue to be able to quickly turn off the PTO if need be.
