As stated, the lift pump is that lump on the rear end of the main pump. The part where the fuel lines attach. There is a little seal in there that gives way over time. If your pump is old enough to NOT have an "A" or "IH" cast in big letters, you will have to make the packing gland for the lift pump shaft.
BTW, 35 to 40 psi is typical, and usable, but 58 to 65 is the spec. Low pressure limits upper end power a bit but not bad. Besides end plate wear, the control spring just gets tired after a while. Just about every pump I have has showed up in that condition.
