The main thing I've always looked at is that the V-belt isn't scuffing the side of the pulleys badly. In my case I am running a Woods L503 mower on a Super A and getting the belt under the guard without scrubbing is a prime objective of setting the idler wheels. The L503 has a spring-mounted tensioner which I believe is different than the L59 design.
I would agree that the mower isn't designed for brush-hogging although you can cut some high grass down in a couple of passes with the deck tilted slightly up which I have done.
My engine is in less than pristine shape but keeps the grass cut nicely until I will have a chance to do a proper rebuild in a year or two. I mainly keep an eye on the oil level and the oil pressure.
You could do a compression check, clean the carb, or renew ignition components as a starting point on your power issue.
