Congratulations on your accomplishment! Sounds like it will be a fine tractor for you. We had a 560 when I was growing up. I think the PTO lever design is similar. It needs to be locked down in the OFF position or the PTO may continue to rotate. I am guessing you just need to lubricate and loosen all the linkage to make sure everything is freed up properly.
