With respect, the thick part in front causes the caster to increase. It moves the point of contact between tire and road farther behind the pivot axis. (Like a shopping cart front wheel is behind its pivot axis.) This makes it a little less likely to wobble in road gear, and a tiny bit harder to turn at speed. It is same as caster on a car front end, but instead of adjusting the angle of the axix (on a car) the location of the contact point is moved. JimN
