Those independent Pt's came with an adjusting wrench. That is what the big hex nut is for on top of the unit. The wrench was made so you could press down on the holding spring inside and rotate the PTO to increase or decrease the cluth plates. "Those wrenchs are hard to find." Sometimes they will turn while cold and stop when the oil inside warms up. Might try changing the PTO oil. It has a drain plug below and doesn't hold a lot of hy-tran. No real big deal or it could be if it will not stop at all. Adjustment to the linkage as discussed might help. BE CAREFUL though. A never stop PTO is not safe.
