If it is a Ford style, there are two small, and two large The S terminal is a small one with the function of actuating that relay (solenoid). the I labeled small terminal is connected to the ignition bypass. (coil side of resistor if so equipped, or ignored if no resistor) The body mounting tab is the ground for the internal pul in coil in the relay, and needs to be good. The big terminal closest to the S terminal is the connection to the battery. The other goes to the copper strap to the starter.
If you remove this strap connection to the starter, put a voltmeter on the relay terminal it was connected to, and push the start button, there should be full voltage there. If none, and the relay clicks it is bad. If full voltage, connect the strap, and try it again. if none now, do the following.
Turn on the lights and try the starter. If the lights dim to nothing, or are less than half bright, charge the battery and try again. if still dimming, (and a good battery) pull the sarter and see if it was jambed (clicks upon loosening). if so retighten and try it. If nothing, I would have the starter checked at a shop, (I would tear it down and fix it, but that is me) Good luck, let us know. JimN
