Are the wheel bearing tight or loose. Should be snug. Are the rims bent? Jack the front up and spin the wheels. Watch the gap between the tire and the ground. Loosen the bolts and adjust until the rim on the wheel is centered. The rest of the slop is in the joints of the steering shaft and the worm gear in the bolster. Some of the steering gears can be flipped around to put teeth with less wear in contact with the worm gear. You may be able to tighten the bearing on the end of the worm gear. Which will help alot.
