Wobbly steering means slack in the steering system. It's almost always from a combination of things: Loose input shaft universal, loose worm shaft bushing/bearing, worn pivot shaft gear and worn bolster pivot shaft bushings – especially the upper one.

Fixing generally requires identifying then replacing the worn part(s):
If the steering input shaft universal is sloppy, replace it.
Remove the steering box cover. Now rotate the steering wheel shaft back and forth while observing the box innards.
If the worm moves front to rear, the ball bearing (front end) is out of adjustment or shot. If the worm moves left to right, the rear end bushing is worn.
Watch the top of the pivot shaft as you rotate the steering wheel. If it shows ANY movement side-to-side or front-to-back, the upper pivot shaft bushing is shot. If the shaft stays stationary while the worm rotates more than about 1/16 turn the gears themselves are worn.
Note some tractors have a full (360 deg) gear. These can be removed, rotated 180 deg to engage unworn teeth and reinstalled. Others however have a sector (half-moon) gear which cannot be rotated. Unfortunately the only fix for a worn one of these is replacement.
