I had some of the same problems with the original Carter UT carb and went through a few rebuilds and such and never corrected the problem. I put on a Zenith which ran somewhat better. I finally found the real problem was the air cleaner which was made by United Specialties is suppose to have an oil baffle above the oil cup which was missing. I obtained a complete air cleaner assembly made by Donaldson and swapped them out. The Donaldson doesn't have the baffle and also a different oil cup. An oil rich air mixture was being sucked into the engine which was leading to plug fouling and power loss shortly after a plug change. The air cleaner change ended my problems but my tractor runs far better with the Zenith carb as I reinstalled the Carter to see the difference after the air cleaner change.
