That 20-40 is weak for sure. As stated, the pressure relief is in the oil filter base. Or I should say the second relief is in the base. There are two. The oil pump has one that goes to about 75 or so, and the filter has another, set to the lower 38-46 psi prescribed value.
There is a large shallow bolt head on the filter base. Remove it and the spring/piston come out. Or should anyways. It may be, and probably is, stuck. IH did not use a ball valve. They are both piston types, with a clearance spec of only a few thousandths. Any, and I mean ANY, crud will cause the piston to stick. Normally they stick open because the spring don't have enough oomph to push it closed with grit trying to slip down past the piston. On the other hand, there is enough surface area on the piston that a little corrosion will stick it, causing high pressure. Also, somebody may have shimmed the bugger tight?
The pump regulator bypasses back into the pan. The filter regulator also bypasses back into the pan.
I haven't checked my MD, but later model crawler filters have a bypass valve as well. All it does is allow oil around the filter.
