I'd take it apart to clean it up good. Get a new gasket and put some silicone or permatex to seal it. Can't hurt it by having too much. I had problems with mine at one time leaking around the bolts so I used a thread sealant on them as I but it back together. Make sure you clean ALL of the old gasket off and have an extremely clean surface when you put it all back together.
And yes...get some primer and at least a spray can of 2150 to get that new plate painted before it's rusted through.
