MEGAMC: It sounds as though your seeing the control lever for IPTO. The IPTO shaft itself will extend out back center of tractor 8" to 12" above drawbar level. In your case probably in behind the backhoe, could even be used to drive the backhoe hydraulic pump.
In farming situations it is used to drive PTO driven implements.
IPTO stands for Independant Power Take Off, that indicates power is continuous while it is engaged, and that power is uninterupted by any function you perform driving or moving tractor.
