I might have a couple of suggestions...#1 if its been sitting for 10 years I wonder if the carb needs cleaning?? #2 you could start the tractor and go around to the left side, pull the pin out of the clevis and run the throttle manually...this will let you know whether its in the carb. or governor. I don't think there is any way to get lubrication inside the governor housing without pulling it, but it can be pulled without pulling the radiator. I think there are 4 or 5 bolts that hold it. I think, if you're careful you might be able to loosen the bolts gently pull it forward and spray some inside it and on the shaft (if you're really lucky you won't tear the gasket!!) Good luck...
