The other guys have talked about not enough fuel, and that's a very good possibility, so check out what they suggest in that regard first.
The flip side is too much air. Is the carb tight to the manifold and is the manifold tight to the motor. If there's a leak anyplace there, you'll have too much fuel even if the carb and fuel flow are in good order.
