Mark, I agree with you that pure antifreeze will freeze, I think it starts to become slushy at around -7°F. However maximum protection is a mix 70% antifreeze/30% water which is good to -84°F. For 90% of us here in the lower 48 a 50/50 mixture is more than adequate and will give protection to -34°F.
