Does it bounce at idle or WOT? I had a similar problem on my super m. I changed the ammeter out. There was a big difference in needle play between the old one and the new one. I could shake the old one (off the tractor) and bounce the needle all over the place. When I shook the new one it never moved. If anything yours should be pegged on the positive side, then return to 0 or just above upon the battery reaching full charge. It really should'nt bounce regardless of the alternator. I'd swap out your meter after checking all connections as Jim said.
