The starter is functioning properly. It's your engine that's got a problem.
That starter is designed to pop out of gear the second the engine fires. The key is that the engine should be firing more than once. Once one cylinder fires, they should all start firing. Since only one cylinder fires, my humble opinion is that you've got a tuneup, timing adjustment, or carburetor adjustment to make.
