A light puff of blue smoke on startup is pretty much normal for engines of that era. Probably result of a bit of oil getting past the valve guides when the engine is shut down. As long as it clears up in a second or two and the engine burns no oil otherwise, I wouldn't worry about it. Consider it part of the "charm" of operating a classic tractor!
