There is no RTV that can handle the heat at the exhaust system. The best is not to use that metal plate (assuming it is aluminum If it is, it will erode out in very little time, even aluminum will not take the heat there) I would either use well sanded flat surfaces (sanding on a piece of glass with 80 grit then 150 grit then 250 grit silicon carbide paper, or having them ground flat to make a nice seal. IH might have a gasket for that spot, or one could be made from asbestos exhaust rated gasket material. No gasket sealer will work. JimN
