No such thing as a creeper gear for an A that I am aware of.
You need to time the governor to the carb, and adjust the idle stop screw.
Tractor off, disconnect the linkage from the carburetor to the governor rockshaft at the front by the generator.
Push the throttle to full forward.
Adjust the linkage longer or shorter so that you can put the pin back in easily with the carburetor wide open.
Once that is done, go back to the carb and adjust the idle stop screw so the engine will not shut off when you move the lever to the first notch. The idle stop is the one on the arm that the throttle linkage you just adjusted connects to.
