I'm assuming you have already removed the air hose and the fuel line. What you see is the cover for the shaft. The shaft is just pressure fit in there. So, remove the screws that hold it on, and remove the bolts that hold the carb to the manifold. Then you can work the carb off the shaft with a gentle twisting motion.
