I assume that the part that holds the ends of the band should lift out with the band. Dave you lost me in your statement above. The adjustment is on the asssembly that hooks to the brake assembly. That bottom screw is simply there to keep the bands from chattering. It has nothing to do with tightness. When you press on the brake pedal, the band should tighten up around the drum. Band with pad are $50 each so if yours looks good, I wouldn't waste the money. If that band is not moving freely inside the cover, then remove the brake band lever on the outside and pull the band assembly out. It may be frozen up in the brake lever shaft bushing. You might have to pound the assembly out. Use penetrating oil also. I have had that problem and also have had it where the band assembly was frozen into the transmission housing. It should work freely in both.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?").
