THere is a dog typr engagement mechanism. Either it is not being put in far enough, or the dogs are worn in s bevel that pushes them out of gear when operating. Either way it will need to come out. Tipping the tractor down hill with the front wheels 3/4 lower than their diameter should allow the PTO to be removed Without draining the oil. Good luck. (Dont use external ropes or force to hold it in gear, it will destroy the control linkage and collar.) JimN
