Maybe. If your M is idles down to the point that is is just ticking over (maybe 350 RPM) (most Ms can be set this low if just right on carb and the timing is set a little late. (this causes a mag equipped tractor to run better at idle because most mags of that era have no advance mechanism after starting.) At this slow speed, the mag impulse coupling will not latch out of play. as a result it will continue to wind and release, making the clacking noise. The noise is normal if the idle is slow. If the idle is in the 5 to 600 RPM range, there may be issues with the weights and release mechanism in the mag impulse coupling. Do not let it do this, it will destroy the mag (opinion) JimN
