The float can hang up not only on the bowl, but on the gasket as well if any of the gasket protrudes too far inside the bowl. I always use a sharp blade to trim the gasket to match the inside lip of the bowl -- being careful to clean out any shavings, of course.
There are so many possibilities here that this probably isn't the problem, but as long as he's checking all that other stuff...
